WEST CHESTER, PA — A West Chester restaurant was cited by Chester County health inspectors after an employee was observed handling ready-to-eat food with bare hands during a May 11 inspection that identified multiple food safety violations.
Dim Sum Taste, located at 127 W. Gay St., received violations related to improper food handling, inadequate food safety oversight, misuse of a handwashing sink, and equipment maintenance issues, according to inspection records released by the Chester County Health Department.
Inspectors reported observing an employee touching cooked broccoli intended for a customer’s plate with their bare hands. The broccoli was discarded during the inspection.
The facility’s person in charge was also cited for lacking adequate food safety knowledge, with inspectors directing management to review food code requirements, retrain staff, and correct violations.
Additional violations included a handwashing sink blocked by a cup of eggshells and being used for food disposal, as well as a leaking soup steam table requiring repair.
At Dunkin Donuts / Penn in West Grove, inspectors conducting a change-of-owner inspection cited the facility for multiple sanitation and operational issues, including improperly dated refrigerated beverages, grease trap maintenance problems, dirty floors and drains, unusable sanitizer test strips, and failure to display a valid Chester County certified food manager certificate.
Inspectors noted a strong grease odor near the grease trap beneath the three-bay sink and ordered the facility to provide proof of service after cleaning and pumping the trap.
Street Cart Bagels in Phoenixville remained unable to obtain final approval to open after failing to provide documentation from Phoenixville code enforcement resolving previously identified issues, according to a follow-up inspection.
Health officials said the business must submit regulatory approvals before a license will be issued and warned that additional follow-up inspections could trigger escalating fees beginning with a $350 charge for a third inspection.
The Chester County Health Department emphasized that restaurant inspections represent conditions observed at a specific date and time and may not reflect a facility’s long-term sanitation performance.
