WEST CHESTER, PA — Chester County health inspectors cited several food establishments Friday for violations ranging from bare-hand contact with ready-to-eat foods and improper food storage to inoperable handwashing sinks and inadequate hot water.
At Maggie Moo’s Ice Cream & Great American Cookie in Exton, inspectors observed an employee preparing a milkshake and handling ice cream and whipped cream toppings with bare hands. The facility was also cited for dirty food-contact surfaces, expired and undated dairy products, blocked handwashing sinks, and the use of scented disinfectant wipes in food preparation areas.
Inspectors directed the business to implement a regular deep-cleaning schedule after noting accumulations of dirt and debris on floors, walls, shelves, equipment interiors and exteriors, and restroom surfaces.
Ashbridge Manor in Downingtown received multiple violations, including moldy onions in storage, dented cans of cranberry sauce, expired milk, unlabeled food containers, and butter held at 72 degrees instead of the required 41 degrees or below. Inspectors also found an inoperable handwashing sink on the cook line and cited the facility for excessive dirt and dust in several kitchen areas.
At Michi Sushi in West Chester, inspectors cited the restaurant for using paper towels in direct contact with raw fish, failing to date-mark ready-to-eat foods, improperly storing bleach in an empty dish soap container, and inadequate cleaning of food-contact and non-food-contact surfaces.
Second Baptist Church in Kennett Square was cited after inspectors found hot water at its three-bay sink measured only 93 degrees, below the required minimum of 110 degrees. The church was instructed to heat water on a stove for dishwashing until repairs were completed and to notify the health department once hot water service was restored.

- Target #T-2537 / East Whiteland, Malvern
- Tat’s Yummies Commissary at Chaikhana Chai Brew, Kennett Square
The Chester County Health Department noted that restaurant inspections represent a snapshot of conditions at the time of inspection and may not reflect an establishment’s long-term compliance history.
