NORRISTOWN, PA — Gov. Josh Shapiro toured a newly expanded veterinary and visitor complex at Elmwood Park Zoo on Friday as the state highlighted a $3 million public investment aimed at strengthening tourism, regional economic activity, and specialized animal care infrastructure in Montgomery County.
The project was financed in part through Pennsylvania’s Redevelopment Assistance Capital Program, or RACP, a state reimbursement grant initiative used to fund large-scale civic, infrastructure, and economic development projects with regional impact. In 2024, the Shapiro administration allocated more than $600 million through the program to more than 400 projects statewide.
At Elmwood Park Zoo, the funding supported construction of a 32,000-square-foot welcome center anchored by the Paige Engro Veterinary Health Center, a 17,000-square-foot exotic animal treatment facility equipped with surgical suites, recovery wards, quarantine areas, treatment rooms, and diagnostic technology.
The veterinary center positions the zoo to expand both animal treatment capacity and conservation operations while supporting a broader strategy to increase visitation and regional tourism traffic tied to family entertainment and educational destinations in southeastern Pennsylvania.
Shapiro framed the investment as part of a broader state effort to direct public funding toward projects capable of generating sustained local economic activity.
“Elmwood Park Zoo has become a major regional destination, growing annual attendance from 119,000 visitors in 2011 to more than 1.3 million today,” the governor said during the visit. “My Administration will continue to invest in projects that boost tourism, create jobs, and support local economies like this one in Norristown.”
The attendance increase cited by the administration reflects the zoo’s transformation over the last decade from a local attraction into a high-volume regional destination, giving the facility a larger economic footprint through admissions, seasonal programming, hospitality traffic, and related visitor spending.
The RACP program, administered through the Governor’s Office of the Budget, funds design, acquisition, and construction projects intended to stimulate economic growth, expand tax bases, and support multi-jurisdictional development initiatives across Pennsylvania.
State Sen. Amanda Cappelletti called the zoo one of the region’s leading attractions and said the new facilities strengthen its role in wildlife conservation and environmental education.
State Rep. Greg Scott said the upgraded veterinary facilities enhance the zoo’s long-term role in exotic animal care while expanding its value as a community institution serving Norristown residents.
The zoo expansion comes as the Shapiro administration continues to emphasize public-private investment initiatives tied to tourism, workforce development, infrastructure, and destination-driven economic growth across the Commonwealth.
