WILMINGTON, DE — A months-long investigation into suspected human trafficking at a Wilmington-area massage business has resulted in felony charges against one woman, misdemeanor charges against two men, and an active search for the business’s owner, according to New Castle County police.
The New Castle County Division of Police Drug and Human Trafficking Investigations Team began investigating suspected human trafficking and other illicit activity at Crystal Spa in the 1700 block of Foulk Road in May 2026, police reported.
Detectives executed a search warrant at the business on July 15. According to investigators, 71-year-old Nan Son Yim of Flushing, New York, was identified as the operator of the spa.
During the search, detectives identified three women, ages 47, 54 and 56, as alleged victims of human trafficking. Police allege the women were forced to work 12-hour shifts seven days a week without proper compensation.
Investigators reported seizing $15,975 in cash, along with bulk quantities of condoms and other items they allege were consistent with the operation of an illicit massage business.
Yim was charged with three counts of human trafficking involving forced labor, two counts of human trafficking involving sexual servitude, promoting prostitution in the second degree and conspiracy in the second degree. Following her arraignment in Justice of the Peace Court 11, she was committed to the Delores J. Baylor Women’s Correctional Institution after failing to post $108,000 cash bail, according to police.
Detectives also encountered Thomas Hofer, 78, of West Chester, PA, and Jesse Wasmer, 45, of Kingsville, Maryland, inside the business. Both men were charged with one misdemeanor count of attempting to commit patronizing a prostitute and were released on their own recognizance following arraignment, police reported.
As the investigation continued, detectives identified 54-year-old Meilan Quan as the owner of Crystal Spa. According to police, investigators later executed a search warrant at Quan’s residence in the Mallard Circle area of Claymont and recovered additional evidence they allege links her to the operation.
Police said Quan has not been located and is believed to have ties to Delaware and the Flushing, New York, area. Authorities intend to charge her with three counts of human trafficking involving forced labor, two counts of human trafficking involving sexual servitude, promoting prostitution in the second degree and conspiracy in the second degree once she is apprehended.
