USDA Sets $500 Million Program to Aid Beef Processors

WASHINGTON, D.C. — The U.S. Department of Agriculture will provide up to $500 million in temporary payments to eligible beef processors, aiming to preserve regional slaughter capacity as tight cattle supplies and industry concentration pressure smaller operators.

The Strengthening Processing for U.S. Ranchers program, or SPUR, will be administered by the Farm Service Agency and funded through the Commodity Credit Corporation Charter Act.

USDA said the payments are intended to support processors facing higher cattle acquisition costs during a period when the U.S. cattle herd is at a 75-year low.

Eligible entities must be U.S.-owned beef processing establishments under federal inspection or inspected through the Talmadge-Aiken Cooperative Inspection Program or Cooperative Interstate Shipment Program.

Processors deemed nationally dominant will not qualify. USDA defines that as an entity with market share greater than or equal to the company holding the fourth-largest share of the beef processing market.

The department said four companies control nearly 85% of the U.S. beef processing market, including two that are foreign-owned.

“America’s ranchers deserve a strong, competitive marketplace that rewards their hard work and preserves opportunity for generations to come,” Agriculture Secretary Brooke Rollins said in a statement.

USDA said additional information and applications will be sent to eligible entities using contact information already on file with the Food Safety and Inspection Service.

The program is part of USDA’s broader Plan to Fortify the American Beef Industry and its Small Processors Action Plan, which seek to expand domestic processing capacity and strengthen regional supply chains.

The department said maintaining regional processors is also intended to support branded and value-added beef programs, including the Product of USA label.
