Home Care Owner Gets Prison in $1.76 Million Medicaid Fraud

HARRISBURG, PA — The former owner of a Montgomery County home care agency was sentenced Wednesday to 17 months to 10 years in state prison and ordered to repay $1.76 million for directing a Medicaid fraud operation built on kickbacks, fictitious caregivers and services that were never provided.

Stephanie Mobley, 54, of King of Prussia, previously pleaded guilty to Medicaid fraud and theft by deception, according to the Pennsylvania Attorney General’s Office.

Mobley owned ComfortZone Home Health Care LLC from 2020 through 2023, the period when the fraud occurred.

Her guilty plea covered arrangements in which she approved kickbacks, assigned fictitious caregivers to clients and recruited clients to participate in the operation, according to prosecutors.

A two-year investigation found that Mobley, her daughter and 18 other defendants conspired to submit Medicaid reimbursement claims for services that were not provided.

Mobley’s daughter, Naya Campbell, served as the company’s chief executive officer. All but one of the defendants have pleaded guilty, the Attorney General’s Office reported.

The Pennsylvania Attorney General’s Medicaid Fraud Control Section and the FBI conducted the investigation.
