Chester County Inspections Flag Cooling, Sanitation Issues

CHESTER COUNTY, PA — Chester County health inspectors cited six food facilities on July 13 for violations involving refrigeration, sanitation, hot water, food labeling and plumbing, while 11 other establishments were listed as in compliance.

County officials caution that inspections represent conditions observed at a specific time and may not reflect a facility’s long-term food safety or sanitation record.

At Kwality Ice Cream, 490 Lancaster Ave. in Malvern, a follow-up inspection found an undercounter cooler remained at 45 degrees, above the required maximum of 41 degrees for temperature-controlled food.

The business must repair or replace the unit and provide video showing two thermometers registering 41 degrees or lower before returning temperature-controlled food to the refrigerator.

A follow-up inspection at Dutch Valley Market, 1205 Pottstown Pike in Glenmoore, required corrected labels for lemonade, freezer jam and ice cream. The facility was also directed to apply within one week for county certification for an employee who completed an approved food safety course.

LA International Store Avondale LLC, 42 Gap Newport Pike, Unit 1, was instructed to add ingredient and allergen labels to prepared gelatin and other refrigerated foods.

Inspectors also found several half-gallon containers of milk with July 11 sell-by dates. The milk was removed during the inspection.

Additional violations included missing date labels on sauces and gelatin, a dirty refrigerator grate, paper supplies stored on the floor and a Crock-Pot that inspectors ordered removed from the kitchen.

At Primrose School of Exton, 363 W. Lincoln Highway, inspectors cited dirty cabinets, flooring and ice machine surfaces, along with three opened ready-to-eat foods that lacked required date markings. The foods were discarded or labeled during the inspection.

The facility’s sanitizing solution initially measured below the manufacturer’s required concentration but was corrected during the visit. Inspectors also directed the school to replace noncommercial milk pitchers, remove a broken dishwasher and obtain sanitizer test strips.

Two Fish and Five Loaves Community Café, 501 E. Miner St. in West Chester, was ordered to provide soap and paper towels at all handwashing sinks and clean cookware, preparation shelving, a floor drain, storage areas and the microwave.

Inspectors documented leaking drain lines at the food preparation and hand sinks, along with a mop sink that was not draining. A plumber was scheduled to address the problems July 14.

United Downingtown, 299 W. Uwchlan Ave., had no sanitizer available for its three-compartment sink and lacked adequate hot water at handwashing and warewashing sinks.

The facility was directed to supply sanitizer and restore required water temperatures within 24 hours. Other violations involved improper mop storage, an uncovered restroom waste container and cracked or missing floor tiles.

  • Grace Pizzeria, 6 S. Main St., Phoenixville
  • JBS Deli at Valley Forge LLC, 1001 Chesterbrook Blvd., Berwyn
  • Kolkata Kitchen, 400 Franklin Ave., Suite 236, Phoenixville
  • Kung Fu Tea, 1088 E. Lancaster Ave., Unit E, Downingtown
  • La Lupita LLC, 417 Market St., Oxford
  • Revival, 240 Windgate Drive, Chester Springs
  • Walgreens Pharmacy No. 12034/East Bradford, 300 N. Bradford Ave., West Chester
