WILMINGTON, DE — Attorneys representing the family of 19-year-old Kadir Skinner have released witness-recorded videos they say show the aftermath of the June 25 officer-involved shooting that killed the Wilmington man, while renewing calls for the Wilmington Police Department to release body-worn camera footage.
The videos, released Friday by attorneys Harry Daniels, Ben Crump and Chance Lynch, purportedly show Skinner after he was shot by a Wilmington police officer. The attorneys contend the footage shows Skinner alive, handcuffed and not receiving immediate medical treatment before officers placed him into a police vehicle. The videos have not been independently verified by MyChesCo.
In statements accompanying the release, Daniels and Crump criticized the department’s handling of the incident and called for greater transparency, including the public release of body-camera footage.
The Wilmington Police Department has not publicly released body-camera video but has stated that the case remains under investigation by its Criminal Investigations Division, Office of Professional Standards and the Delaware Department of Justice.
In an update issued July 1, police said investigators with the Delaware Division of Forensic Sciences determined Skinner sustained a single gunshot wound to the upper left buttocks. The department also stated that, once officers realized Skinner had been injured, an officer transported him to a hospital for medical treatment, where he later died.
Police said officers recovered a loaded .45-caliber handgun with an extended magazine and ballistic evidence at the scene. Those items have been submitted for forensic analysis as part of the ongoing investigations.
According to police, the department has offered Skinner’s family an opportunity to view the body-worn camera footage, and that offer remains available.
The shooting occurred at approximately 11:12 p.m. June 25 near the intersection of 24th and Jessup streets. Police allege officers encountered Skinner after observing him exit a residence with a handgun and point it toward a crowd. According to investigators, Skinner fled on foot, and during the ensuing pursuit an officer discharged a department-issued firearm, striking him. Those allegations remain under investigation.
The officer involved was placed on administrative leave in accordance with department policy. The Delaware Department of Justice continues its independent investigation alongside the Wilmington Police Department.
