Woman Kept Seeing a Stranger at Her Window. Then Police Got Involved.

NEWARK, DE — A Newark man has been charged after police alleged he repeatedly looked into a woman’s apartment window and, in one incident, exposed himself outside the residence.

According to Newark Police, a female victim reported observing a man staring into the window of her apartment on May 26 at approximately 9:45 a.m. and again on May 27 at approximately 10:12 a.m. Police said the victim reported that during one of those incidents the man’s pants were undone.

Investigators also reported that the victim told officers she observed a man matching the same description outside her apartment on March 12 at approximately 10:30 a.m. During that incident, the suspect allegedly exposed himself and touched his genitals.

According to police, officers identified the suspect as 28-year-old William Bestman of Newark.

On May 28, members of the Newark Police Department’s Special Operations Unit and Street Crimes Unit assisted patrol officers in executing a search warrant at Bestman’s residence. Police said evidence was recovered that allegedly linked him to the reported incidents.

Later that day, Bestman turned himself in at Newark Police Headquarters, according to investigators.

Police charged Bestman with stalking causing emotional distress or mental anguish that may require treatment or counseling, trespassing with intent to peer into a door or window of another, lewdness, and second-degree indecent exposure.

According to court records, Bestman appeared before Justice of the Peace Court No. 2 and was released on $3,000 unsecured bond. The court also ordered him to have no contact with the victim or the victim’s residence.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
