Two Officers Accused of Aiding Dealer, Charges Filed

HARRISBURG, PA — Two Delaware County police officers have been charged after prosecutors allege they provided confidential law enforcement information to a known drug dealer, according to the Pennsylvania Attorney General’s Office.

According to Attorney General Dave Sunday, Vincent Procopio, a detective with the Sharon Hill Police Department, and Domenic Dellabarba, a patrolman with the same department, are each facing multiple charges tied to their alleged conduct.

Prosecutors allege Procopio is charged with possession with intent to deliver as an accomplice, along with bribery, tampering with physical evidence, and related offenses. Authorities claim the charges stem from allegations that Procopio assisted the dealer and received cocaine in exchange.

According to investigators, Dellabarba is charged with obstructing the administration of law and other offenses. Prosecutors allege Dellabarba assisted the dealer after learning the individual was under investigation, including allegedly providing information about active warrants.

Authorities said the conduct under investigation includes allegedly informing the dealer about ongoing investigations and whether associates were cooperating with law enforcement.

The drug dealer referenced in the case has not been identified. Prosecutors stated the individual is facing charges and has provided information to law enforcement.

According to the Attorney General’s Office, charges were filed Thursday morning, and arraignments are pending.

“The actions of these sworn officers were betrayals of the community and of their fellow officers, who abided by their sworn oaths to protect and serve,” Sunday said. “These selfish, criminal acts also stain the reputations of many public servants who make sacrifices for their communities every day across the Commonwealth.”

Authorities said the case was referred by the Delaware County District Attorney’s Office and will be prosecuted by Senior Deputy Attorney General John Hamme of the Public Corruption Section. The investigation remains ongoing.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
