PCP Discovery Leads to Arrest in Lower Chichester Stop

LOWER CHICHESTER, PA — Lower Chichester Township Police arrested a Philadelphia man Monday after officers investigating a vehicle reported as unauthorized in New Jersey allegedly discovered suspected PCP and drug paraphernalia.

According to police, officers were dispatched at approximately 4:46 p.m. on May 18th, 2026, to the 1500 block of Chichester Avenue to investigate a vehicle that had been entered in New Jersey as an unauthorized use vehicle and was believed to be in the area.

Upon arrival, officers located 34-year-old Michael Bogue, whom investigators believed had been in possession of the vehicle.

Police reported New Jersey law enforcement only requested the recovery of the vehicle for its registered owner. However, while speaking with Bogue, officers learned he allegedly had an active arrest warrant out of Philadelphia.

According to investigators, Bogue appeared lethargic and allegedly showed signs of being under the influence of an unknown substance. Officers took him into custody and requested EMS personnel evaluate him for his wellbeing, police said.

Investigators reported Bogue allegedly admitted to smoking or “dipping” PCP while officers also detected an odor believed to be associated with the substance.

Police said the vehicle, which was legally parked and still running, contained two bottles in plain view that officers suspected contained PCP. The bottles were seized and submitted to a laboratory for testing, according to investigators.

Bogue was processed, arraigned, and transported later Monday to George W. Hill Correctional Facility, police reported.

According to police, Bogue was charged with possession of a controlled substance and possession of drug paraphernalia.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
