Tredyffrin Weighs Acquisition, Demolition of Historic Estate

Tredyffrin Township

TREDYFFRIN TWP, PA — Tredyffrin Township supervisors will consider acquiring a flood-damaged, 6.86-acre historic property on Yellow Springs Road at a November 4 hearing, advancing a federal hazard-mitigation project that would demolish several buildings while preserving portions of the estate’s landscape.

The proposed acquisition involves Glenilse, located at 1289 Yellow Springs Road, which township records indicate sustained catastrophic flooding and earth movement in 2018, 2019 and during Hurricane Ida in 2021.

Supervisors are scheduled to hold a public hearing and consider Ordinance HR-500 at 7 p.m. on November 4 at the Township Building, 1100 Duportail Road in Berwyn.

If approved, the ordinance would authorize the township to acquire the property under an agreement of sale attached to the proposed legislation.

The acquisition is part of a Federal Emergency Management Agency hazard-mitigation project intended to address the property’s repeated exposure to flooding and related damage.

The proposal calls for demolishing the residence and several outbuildings. The township intends to preserve the property’s spring-fed landscape pools.

The project also involves historic preservation requirements because FEMA determined that Glenilse is eligible for listing on the National Register of Historic Places.

Demolition of the buildings would constitute an adverse effect on the historic resource, requiring documentation and public-interpretation measures as part of the federal review process.

The proposed approach would therefore remove structures affected by repeated flooding while retaining selected landscape features associated with the estate.

Ordinance HR-500 would authorize the township solicitor, township manager and members of the Board of Supervisors to take actions necessary to complete the acquisition in accordance with the agreement of sale.

The measure is proposed under Article VI, Section 601(G), of Tredyffrin Township’s Home Rule Charter, which requires certain municipal actions to be authorized by ordinance.

The property is identified in township records as Uniform Parcel Identifier 43-4-45.1.

The acquisition has not yet been authorized. Supervisors may vote on the ordinance following the November 4 hearing.

If enacted, HR-500 would take effect 31 days after adoption.

Residents may review the complete proposed ordinance at the township office or through the municipal website at www.tredyffrin.org.
