PJM Federal Policy Chief Craig Glazer to Retire After 26 Years

VALLEY FORGE, PA — PJM Interconnection’s top federal policy executive, Craig Glazer, will retire in December after more than a quarter-century helping shape U.S. electricity policy and guiding the grid operator through major industry and regulatory changes.

PJM said Glazer, vice president of federal government policy, will step down at the end of 2026, concluding a tenure that spanned the regional transmission organization’s expansion into one of the nation’s largest wholesale electricity markets.

Glazer served on PJM’s executive team for 26 years, a period during which the organization more than doubled in size and assumed additional responsibilities for electricity markets and transmission planning.

His work extended beyond PJM’s internal operations. The grid operator said Glazer helped draft legislative provisions related to electric reliability and planning that were incorporated into the Energy Policy Act of 2005, the Energy Independence and Security Act of 2007, and the Bipartisan Infrastructure Law enacted in 2021.

He also played a role in national policy initiatives involving gas-electric coordination, winterization standards developed by the North American Electric Reliability Corporation, and reliability provisions incorporated into environmental regulations.

“His professionalism and wisdom have touched countless colleagues at PJM and throughout our industry, and his presence has significantly contributed to our success,” PJM President and Chief Executive Officer David Mills said in a statement.

Before joining PJM, Glazer served as commissioner and chairman of the Public Utilities Commission of Ohio, where he oversaw the state’s transition toward deregulation of its telephone, natural gas, transportation, and electric industries. He also chaired Ohio’s Siting Board and served in the governor’s Cabinet.

Throughout his career, Glazer held leadership positions with several industry organizations, including the National Association of Regulatory Utility Commissioners and the GridWise Alliance. He also serves as PJM’s representative to the International Energy Agency and as a peer reviewer for the agency’s annual World Energy Outlook report.

“It has been a true privilege to serve alongside such a dedicated and talented team,” Glazer said. “Together, we have advanced important work in shaping sound energy policy.”

PJM said it does not plan to directly replace Glazer’s position. Instead, the organization will distribute his responsibilities among an expanded team of specialists focused on federal policy issues.

The retirement comes as PJM and other grid operators face mounting challenges tied to surging electricity demand, power plant retirements, transmission expansion, and evolving federal energy policies.
