How More Than 20 Rental Cars Ended Up Overseas

PHILADELPHIA, PA — An Ohio man pleaded guilty Monday to federal charges stemming from a scheme that prosecutors say involved fraudulently obtaining more than 20 rental vehicles and selling them for export overseas, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.

Souleymane Kah, 36, of Westerville, Ohio, entered guilty pleas before U.S. District Judge Kelley Brisbon Hodge to conspiracy and related offenses connected to the operation, federal prosecutors said.

According to court filings and statements cited by prosecutors, the scheme operated from approximately December 2020 through December 2021 and involved rental vehicles obtained from companies throughout the central and eastern United States.

Prosecutors said Kah and his co-conspirators secured vehicles using either genuine driver’s licenses belonging to unsuspecting third parties or counterfeit licenses created for use in the scheme.

Authorities said the vehicles were then transported across state lines and sold to purchasers who subsequently shipped them overseas.

According to prosecutors, members of the conspiracy received payment through multiple methods, including cash, electronic money-transfer applications, and, in at least one instance, a luxury vehicle.

Kah was originally charged in a superseding indictment returned in November 2025.

He is scheduled to be sentenced on Tuesday, September 22, and faces a maximum possible sentence of 25 years in prison.

The case was investigated by the Federal Bureau of Investigation and is being prosecuted by Assistant U.S. Attorneys Meghan Claiborne Bisio and Kara Traster.
