PA Speeds Licensing as 33K New Insurance Agents Join Workforce

HARRISBURG, PA — Pennsylvania has added more than 33,000 new insurance agents over the past three years as state officials streamlined licensing requirements and reduced barriers to entering the industry.

The Pennsylvania Insurance Department said changes implemented since 2023 have significantly reduced the time and cost required to become a licensed insurance agent.

Application review times have dropped from about 20 days to fewer than eight days, while certain licensing fees have been eliminated.

Workforce Growth and Policy Changes

State officials reported that approximately 33,000 new licensees have entered the insurance workforce since the reforms began.

In 2024, lawmakers approved Act 142, which removed pre-licensing education requirements for first-time applicants. That change eliminated a step that previously required coursework before applying for a license, reducing both time and financial barriers for prospective agents.

“Slashing application wait-times and removing licensing fees have allowed the industry to gain thousands of trusted insurance agents that are ready and willing to assist Pennsylvanians with their insurance needs,” said Insurance Commissioner Michael Humphreys.

Expanding the Insurance Workforce

Before the changes, Pennsylvania had about 365,000 licensed insurance producers — individuals authorized to sell insurance products.

By the end of 2023, that number rose to approximately 373,000. Since then, an additional 25,000 licenses have been issued, bringing the total to about 398,000 professionals statewide.

Training and Career Pipeline

The department also launched the NextGen Insurance Academy to introduce students to careers in the field.

The program partners with colleges and universities, including historically Black colleges and universities, to provide hands-on training, workshops, and networking opportunities with employers.

Participants engage in group problem-solving exercises, connect with industry professionals, and attend job fairs aimed at building career pathways.
