WEST CHESTER, PA — A West Chester cafe operating inside a car dealership received one of the most extensive lists of food safety violations identified by the Chester County Health Department on June 22, including evidence of rodent activity, moldy food, improper handwashing and unauthorized cooking equipment.
The inspection of Sail Away Cafe at Scott Honda documented 15 violations, several of which inspectors classified as food safety risks requiring immediate corrective action.
Inspectors reported numerous mouse droppings on shelves in food preparation areas and ordered the facility to implement aggressive pest-control measures, discard exposed food and increase sanitation efforts.
The inspection also found moldy and expired deli meats and cheese, cooked chicken stored in an opened metal can, missing date labels on ready-to-eat foods and a lack of sanitizer for cleaning food-contact equipment.
Health officials additionally cited employees for failing to wash hands when required and noted that handwashing sinks lacked proper soap.
Inspectors ordered the removal of induction burners being used to cook bacon and similar foods because the equipment had not been approved and was being operated without required ventilation and fire-suppression systems. A residential George Foreman grill was also ordered removed.
Elsewhere in the county, a Wendy’s restaurant in Exton was cited after inspectors found potentially hazardous foods being held between 57 and 63 degrees Fahrenheit inside a preparation unit rather than the required 41 degrees or below.
Food held in the unit for more than four hours was discarded, and inspectors directed the restaurant not to use that section of the prep table until repairs are completed.
Additional violations at the Exton location included inadequate hot water temperatures at the three-bay sink, a clogged hand sink drain, sanitation issues and restroom maintenance concerns.
An opening inspection at Urban Scoop in West Chester identified several issues that must be corrected before the business can begin operations.
Inspectors cited refrigeration equipment maintaining 55 degrees rather than 41 degrees or below, unfinished surfaces around a mop sink, improper backflow protection and ceiling materials that did not meet food facility standards.
A follow-up inspection at Popeye’s in West Goshen documented an out-of-service fryer awaiting repair and deteriorating grout in a warewashing area floor.
At a Dunkin’ location in Phoenixville, inspectors responding to a complaint observed several dead cockroaches in glue traps and on floors in food preparation and customer areas.
No live cockroach activity was observed during the inspection. The restaurant was directed to contact its pest-control provider, submit recent pest-control reports and continue sanitation efforts.
Baily’s Dairy in West Chester was cited for labeling violations involving cottage cheese, eggs and prepackaged ice cream products.
Inspectors noted that egg cartons lacked required information, including farm identification, location and lay dates. The report stated that unlabeled eggs cannot be sold until they comply with labeling requirements.

- Saint Anthony’s Swim Club Snack Bar, 259 Church St., Downingtown
- Saladworks, 31 Jenners Village Center, West Grove
- Striped Cow, 1821 Lenape Unionville Rd., West Chester
