WEST CHESTER, PA — Chester County officials have named Kelly Laubach as the new Director of Procurement and General Services, entrusting her with overseeing the County’s purchasing operations to ensure legal compliance, timely acquisitions, and cost efficiency.

Laubach brings over two decades of procurement experience from Berks County, where she led the Purchasing Department for 15 years. Her leadership extends beyond county lines, having served 14 years on the Pennsylvania Public Purchasing Association board, including two terms as president.

Chester County CEO David Byerman praised Laubach’s selection, stating she demonstrated “insight to complex processes, conscientiousness, and a strong commitment to delivering exceptional value for our constituents.” Chief Financial Officer Julie Bookheimer echoed this sentiment, emphasizing the vital role procurement plays in government, balancing cost efficiency with compliance, ethics, and sustainability.
