Honey Brook Township Weighs $52 Tax on Local Workers

Honey Brook Township

HONEY BROOK TWP, PA — Honey Brook Township supervisors will consider imposing a $52 annual tax on individuals working within the municipality at their Nov. 11 meeting, a proposal expected to generate approximately $122,000 annually for emergency services and road infrastructure.

The proposed Local Services Tax would apply to individuals employed or otherwise engaged in an occupation within township boundaries, including nonresidents who work in Honey Brook Township.

Supervisors are scheduled to consider the ordinance at 7 p.m. Wednesday, Nov. 11, at the Honey Brook Township Municipal Building, 500 Supplee Road. The tax has not been adopted.

The proposal would establish a new local revenue source under Pennsylvania’s Local Tax Enabling Act, which authorizes municipalities to impose certain taxes on individuals working within their jurisdictions.

Township officials estimate the measure would generate approximately $122,000 annually, with proceeds intended to support emergency services and the construction and maintenance of township roads.

The proposed ordinance would amend the township code by adding Sections 24-301 through 24-314, establishing procedures for assessing, collecting and administering the tax.

Under the proposal, employers would be responsible for collecting the tax from covered employees. The ordinance also addresses tax obligations for self-employed individuals, people holding multiple jobs and workers employed in more than one municipality.

Additional provisions establish exemptions and refunds, payment deadlines, penalties for late payments, tax returns and enforcement procedures.

The ordinance also specifically addresses nonresident workers, meaning the proposed tax would not be limited to people who live in Honey Brook Township.

The $52 annual assessment would be tied to employment within township boundaries rather than property ownership, extending the potential tax base to workers who commute into the municipality.

The proposal represents a potential change in how Honey Brook Township finances emergency services and road maintenance, using revenue collected from individuals working locally to supplement funding for those municipal responsibilities.

Supervisors may consider adopting the ordinance at the Nov. 11 meeting, although the published notice establishes a consideration date rather than confirming that adoption will occur.

Residents, employers and other interested parties can review the complete proposed ordinance at the Honey Brook Township Municipal Building, 500 Supplee Road, Honey Brook, PA 19344, during regular business hours, Monday through Friday from 9 a.m. to 3 p.m.
