WEST BRANDYWINE TWP, PA — West Brandywine Township is seeking contractors for a road stabilization project along Pratts Dam Road that could take more than two years to complete, with bids due Nov. 12 and supervisors expected to consider awarding a construction contract Nov. 19.
The project covers Pratts Dam Road, designated Township Route 378, between West Kings Highway and Landover Drive in Chester County.
According to the township’s invitation to bid, the work includes replacing an existing retaining wall, constructing a second soldier-pile retaining wall, installing rock protection and improving drainage.
Contractors will also perform full-depth pavement reconstruction and roadway safety improvements.
The project is expected to take 26 months after the township issues a notice to proceed, subject to the final contract terms.
The scope of work addresses both the structural support of the roadway and its pavement and drainage systems, making the project a substantial infrastructure undertaking rather than a routine resurfacing contract.
Sealed electronic bids must be submitted through the PennBid procurement platform by 11 a.m. Thursday, Nov. 12. Paper submissions will not be accepted.
The township plans to open bids electronically at 1 p.m. Thursday, Nov. 19, at the municipal building, 198 Lafayette Road. Results will be made public through PennBid.
Supervisors anticipate considering a contract award at their regular meeting that evening at 7:30 p.m., following review of the submissions.
The township may award the contract to the lowest responsive and responsible bidder, subject to applicable procurement requirements. It also reserves the right to reject bids or waive permissible informalities.
Bidders must provide a guaranty equal to at least 10% of their proposed contract amount. The original bid bond must reach the township manager before bids are opened.
The successful contractor will be required to provide performance and payment bonds, each covering 100% of the contract value, along with a one-year warranty.
Pennsylvania’s Prevailing Wage Act applies to the construction work. The applicable wage determination is identified as Project No. 26-08862.
Bid documents, engineering plans, specifications and any subsequent amendments are available at www.PennBid.net.
Contractors must submit solicitation questions through PennBid, with the published deadline set for noon Wednesday, Nov. 4.
The township held a virtual pre-bid conference Oct. 27 and encouraged prospective contractors to inspect the project location.
No construction contract has been awarded. The project will move toward procurement only after the township evaluates the bids and supervisors authorize an award.
Residents seeking information about the Nov. 19 supervisors meeting or requiring disability-related accommodations may contact the township at 610-380-8200.
