WEST CHESTER, PA — Charter Senior Living has begun construction on a new senior living community at 943 S. High Street in West Chester that will offer independent living, assisted living, and memory care services, the company announced Wednesday.

The groundbreaking ceremony, held April 30, brought together company leadership, project partners, local officials, and community stakeholders to mark the start of the development.

The project is being developed in partnership with Paradise Management, LLC, a regional real estate firm focused on multifamily property management.

Once completed, the facility is expected to include 162 residential units designed for seniors requiring varying levels of care, including independent living, assisted living, and memory care.

Construction is expected to be completed in late 2027.

According to the company, the development is intended to address increasing demand for senior housing in the West Chester area and is expected to generate jobs and economic activity in the region.

“We are thrilled to officially break ground in West Chester and begin bringing this vision to life,” said Keven J. Bennema, co-founder and CEO of Charter Senior Living.

Charter Senior Living, based in Naperville, Illinois, owns and manages more than 73 senior living communities across the United States.

Paradise Management, LLC, founded in 2010, manages eight apartment communities across Pennsylvania, Delaware, and Maryland, totaling more than 1,700 units.
