AscellaHealth Forms Global Advisory Council as Drug Makers Face Regulatory Shifts

BERWYN, PA — AscellaHealth has formed an international Strategic Advisory Council to advise life sciences companies on market access, commercialization, and regulatory strategy as manufacturers of rare disease and advanced therapies navigate increasingly complex global healthcare markets.

The specialty pharmaceutical services company stated that the council is intended to strengthen its advisory capabilities as regulatory changes in Europe, evolving U.S. drug-pricing policies, and growth in advanced therapies reshape market access and commercialization strategies.

The council launches with its first member, Barry O’Dowd, a Dublin-based life sciences executive whose experience includes leading the Pharmaceutical and Biotechnology Division at IDA Ireland, the agency responsible for attracting foreign direct investment into Ireland.

Bill Oldham, AscellaHealth’s chairman and president, characterized the advisory group as a response to mounting complexity across international pharmaceutical markets.

“With new regulatory shifts in Europe, evolving U.S. policies like MFN, and accelerating innovation in advanced therapies, companies are now operating in an increasingly complex, high-stakes environment,” Oldham said.

According to AscellaHealth, O’Dowd has worked with multinational and emerging biopharmaceutical companies on international expansion, market entry strategies, investment planning, and partnership development.

The company indicated that additional appointments are expected as it expands the council’s representation across Europe and other international markets.

Gillian Molloy, general manager of AscellaHealth’s international operations, noted that the advisory group will support manufacturers as they navigate varying regulatory, reimbursement, and patient-access requirements across jurisdictions.

“As therapies become increasingly targeted and transformative, manufacturers must navigate local regulatory and reimbursement requirements while ensuring consistent, high-quality patient care,” Molloy said.

The formation of the council expands AscellaHealth’s international advisory network, which includes collaborations with Actum Pharma, EUROPACCESS, and CHAPPER healthcare. The company said those partnerships support commercialization, market access, pharmaceutical distribution, and patient services across global markets.

AscellaHealth reported that it currently supports patients in more than 70 countries through commercialization, distribution, and home-care programs for specialty therapies.
