Loaded Guns Seized as Two Young Men Face Serious Charges After Wilmington Stop

WILMINGTON, DE — Wilmington Police have taken two men into custody and filed multiple gun-related charges following a vehicle stop conducted by the department’s Gun Intelligence Unit.

The incident occurred on May 29, 2025, at approximately 2:23 p.m., near West 12th and North West Streets. During the stop, police identified the driver as 20-year-old Muhammad Means and the passenger as 19-year-old Emanuel Cooper. A subsequent investigation led to the discovery and seizure of two loaded 9mm handguns. Both individuals were detained without incident.

Following the arrest, authorities charged Muhammad Means with two counts of Possession of a Firearm or Ammunition by a Person Prohibited and one count of Carrying a Concealed Deadly Weapon. He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution with bail set at $30,000 cash-only.

Emanuel Cooper faces identical charges of two counts of Possession of a Firearm or Ammunition by a Person Prohibited and one count of Carrying a Concealed Deadly Weapon. He was also arraigned in Justice of the Peace Court 11 and similarly held at the Howard R. Young Correctional Institution on $30,000 cash-only bail.

Police emphasized that all charges are allegations, and both individuals are presumed innocent until proven guilty in a court of law.
