HARRISBURG, PA — The owner of two Lancaster County spas faces felony charges after Pennsylvania authorities accused her of operating the businesses as fronts for commercial sex operations, with customers allegedly paying between $100 and $200 for sexual services.
Lijin Chen, 38, was arrested Thursday and charged with multiple offenses, including felony counts of corrupt organizations, promoting prostitution and dealing in proceeds of unlawful activities, according to Pennsylvania Attorney General Dave Sunday.
An investigation by the Pennsylvania Office of Attorney General’s Human Trafficking Section and Pennsylvania State Police focused on Calm Spa in Manheim and Cozy Spa in Mount Joy, both of which Chen allegedly owned since 2023.
Investigators allege that Chen advertised the businesses online for commercial sex services and that surveillance documented sexual transactions at both locations.
Authorities interviewed numerous individuals leaving the spas who acknowledged receiving sexual services in exchange for payments described as tips, ranging from $100 to $200.
Investigators also allege that Chen transported women working at the spas to both locations, using her personal vehicle and ride-share services.
Chen was taken into custody and charged with corrupt organizations, promoting prostitution, dealing in proceeds of unlawful activities, and additional offenses.
Bail was set at $100,000.
The Pennsylvania Office of Attorney General’s Human Trafficking Section will prosecute the case.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
