Two Chester County Agencies Earn National Leadership Honor

WEST CHESTER, PA — Two Chester County law enforcement agencies have earned the FBI-Law Enforcement Executive Development Association’s Agency Trilogy Award, placing the East Fallowfield Township Police Department and Chester County Prison among 303 organizations nationwide recognized for completing the association’s three-tier leadership program.

The award requires an agency’s command staff to complete FBI-LEEDA’s Supervisor Leadership Institute, Command Leadership Institute and Executive Leadership Institute. The curriculum covers ethical leadership, organizational effectiveness, community engagement, implicit bias awareness, emotional intelligence and community trust.

East Fallowfield Township Police Chief Chad Osborn credited the program with giving the department’s command staff a different perspective on leadership while strengthening cooperation within the agency.

“This recognition belongs to our entire department,” Osborn said. “The Trilogy program gave our command staff a new perspective on leadership while bringing us together as a stronger, more unified team.”

At Chester County Prison, Major Jeffrey A. Theobald described the recognition as the result of a broader effort to develop leadership throughout the institution.

“Completing the FBI-LEEDA Trilogy program sharpened our capabilities as leaders and strengthened us as a department,” Theobald said. “This award belongs to every member of our team who contributed to that progress.”

That emphasis on leadership development began under former Warden Howard Holland and has continued under Warden Brian Sheller, according to Theobald.

FBI-LEEDA Executive Director Jacques Battiste characterized the prison’s participation as an investment in continued leadership development. Chief Operating Officer Michael Robinson pointed to East Fallowfield’s work to build leadership throughout the department.

FBI-LEEDA is a private nonprofit organization with more than 15,000 active members in the United States and internationally. It offers more than 450 in-person training classes annually for law enforcement professionals.
