Six Charged in Street Racing Crackdown After Months Probe

WILMINGTON, DE — Six individuals have been charged following a multi-agency investigation into alleged speed exhibition activity, police said.

According to Wilmington police, the investigation began in January and involved the department’s Traffic Unit, Delaware State Police, the Delaware Information & Analysis Center, and the Department of Justice. Investigators reported identifying six suspects accused of participating in illegal speed exhibition activities and obtained warrants for their arrests.

Police said the arrests occurred over several days in April. On April 3 at approximately 2:45 p.m., officers responded to the 2000 block of North Robino Drive and took Shaun Granger, 18, into custody without incident. Authorities reported that Amar Waters, 21, was taken into custody April 5 by New Castle County Police.

According to investigators, on April 6 officers responded to the 100 block of Princeton Avenue and arrested Felix Jimenez, 20, without incident. Police said that same day Fnu Ba-Bayiha, 23, turned himself in at the Wilmington Police Department. Authorities reported that on April 10, officers responded to the 1200 block of Centerville Road and took Yarieliz Hilerio-Pesante, 19, into custody. Police said Lendwood Stokes, 21, later turned himself in April 15.

Investigators said Granger, Waters, Jimenez, Ba-Bayiha, and Hilerio-Pesante are each accused of reckless burning, criminal mischief involving $5,000 or more, and second-degree conspiracy, in addition to traffic citations. Police reported that Stokes is accused of criminal mischief involving $5,000 or more and second-degree conspiracy.

According to court records, all six individuals were arraigned in the New Castle County Court of Common Pleas. Police said Granger was released on $4,701 unsecured bail, Waters on $8,100 unsecured bail, Jimenez on $3,300 unsecured bail, Ba-Bayiha on $6,201 unsecured bail, and Hilerio-Pesante on $4,750 unsecured bail. Authorities reported Stokes was released on $7,000 secured bail.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
