Oxford Man Faces Assault, Threat Charges After Disturbances

OXFORD, PA — A 44-year-old Oxford man is facing multiple charges after two separate incidents involving juveniles earlier this month, according to the Oxford Police Department.

Police said officers were dispatched to the Oxford Sports Complex at about 5:50 p.m. on Thursday, May 7, for a reported assault.

According to police, a juvenile victim told officers he had been harassed by Michael Phillips, 44, of Oxford. Investigators alleged the incident escalated when Phillips grabbed the juvenile by the neck and threatened to kill him.

Police reported that witnesses restrained Phillips before he returned to his residence. Officers later made contact with Phillips at his home and took him into custody, according to authorities.

Police said Phillips was transported to the Oxford Police Department for processing before being taken to Chester County Prison for arraignment. Court records show he was released on $3,500 bail with a 10% condition.

Phillips was charged with terroristic threats with intent to terrorize another, simple assault, and harassment. According to police, a preliminary hearing held Monday, May 26, at Oxford District Court resulted in the charges being waived to Chester County Court of Common Pleas.

In a separate incident, police said officers were dispatched at about 7:18 p.m. on Saturday, May 9, to the 600 block of Hodgson Street for a reported disturbance.

According to investigators, witnesses told officers that Phillips had allegedly been harassing several juveniles playing nearby. Police said officers warned Phillips to avoid contact with the juveniles and return to his residence.

Approximately 10 minutes later, officers were again called to the area for another disturbance involving Phillips, according to police. Investigators alleged Phillips was riding a lawnmower in the street while yelling at children through a megaphone.

Police said Phillips was taken into custody and transported to the Oxford Police Department before being committed to Chester County Prison following arraignment. Authorities said he was initially held on $10,000 cash bail.

Phillips was charged with disorderly conduct and harassment. Police said the charges were waived to Chester County Court of Common Pleas following a preliminary hearing on May 26. Authorities also reported that a judge later granted a bail reduction, allowing Phillips to be released on $10,000 unsecured bail.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
