PHILADELPHIA, PA — A Bucks County man has been indicted on federal charges alleging he used the internet to sexually exploit a minor and produce child sexual abuse material, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.
Federal prosecutors announced that Charles Dingman, 29, of Yardley, was arrested this week following the return of a federal indictment.
According to the indictment, Dingman allegedly used the internet between approximately June 2025 and October 2025 to persuade a minor to engage in sexually explicit conduct for the purpose of producing visual depictions of that conduct.
Prosecutors further allege that Dingman possessed child sexual abuse material on or about Jan. 29, 2026.
The indictment charges Dingman with use of an interstate commerce facility to entice a minor and attempted enticement of a minor to engage in sexual conduct, manufacture and attempted manufacture of child sexual abuse material, and possession of child sexual abuse material.
If convicted, Dingman faces a mandatory minimum sentence of 15 years in federal prison and a maximum sentence of life imprisonment.
The case was investigated by Bucks County Detectives and the FBI and is being prosecuted by Assistant U.S. Attorney Branwen McNabb O’Donnell.
An indictment is merely an allegation. The defendant has not been convicted of the charges.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
