Aliases, Cross-State Moves Tie Man to Child Sex Charges

NEW CASTLE, DE — A 37-year-old Delaware man has been charged following an investigation into multiple alleged sexual offenses involving a minor, according to New Castle County police.

Police said detectives began the investigation in December 2023 after receiving a report involving multiple alleged sexual assaults.

According to investigators, the suspect, identified as Cleveland Quarles of Newark, allegedly used aliases, including the name “Tim,” while engaging in inappropriate sexual contact with a 14-year-old female.

Detectives reported that Quarles allegedly continued to contact the victim through social media and appeared at her residence in an attempt to communicate further.

Police stated that Quarles is a registered sex offender in Delaware, and investigators determined he was not residing at his listed address as required.

According to authorities, detectives later learned Quarles had allegedly been living in Elkton, Maryland, from January through June 2024, where he used the alias “Shawn Baldwin.”

Investigators reported that after June 2024, Quarles relocated to Hollywood, Florida, where he allegedly used the names “Emmanuel Carr” and “James Bowers” while working at a hotel resort.

Police said Quarles was located in Hollywood, Florida, with assistance from the U.S. Marshals Service.

According to investigators, he was taken into custody on February 4, 2026, and extradited to Delaware in March.

Quarles has been charged with multiple felony offenses, including unlawful sexual contact in the second degree, unlawful sexual conduct against a child, sexual solicitation of a child under 18, attempt to commit unlawful sexual contact, failure to register as a sex offender, and noncompliance with conditions of bond.

Authorities said Quarles was arraigned in Justice of the Peace Court 3 and committed to the Howard R. Young Correctional Institution in lieu of $482,000 cash bail.

Police believe there may be additional victims who have not yet come forward and may have had contact with Quarles under various aliases.
