HARRISBURG, PA — Four Warren County home care workers are accused of neglecting a care-dependent resident who was later found dead at a shared care home, according to the Pennsylvania Attorney General’s Office.
Gregory Stanbro, Michelle Chapin, Katrina Burgeson and Kimberly Hogan were each charged with felony counts of neglect of a care-dependent person, Medicaid fraud and related offenses. The defendants were arraigned Wednesday, and bail was set at $50,000 unsecured for each, the Attorney General’s Office reported.
According to investigators, the resident of Hickory Creek Home Care was confined to a reclining chair for approximately 40 days before being found deceased at the facility.
The Attorney General’s Office alleged the victim was discovered in deplorable conditions, saturated in urine and feces, with trash filling the room.
Investigators alleged Hogan, Burgeson and Chapin were responsible for providing the victim with care, including assistance with basic hygiene, but failed to do so.
According to the investigation, Stanbro, who served as the home’s director, is accused of allowing caregivers to receive payment for services they claimed to have provided but allegedly did not perform.
The Attorney General’s Office further alleged that the Pennsylvania Medical Assistance Program, through AmeriHealth Caritas, paid $6,873.60 for care that was never rendered to the victim.
Deputy Attorney General Peter Caravello is prosecuting the case.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
