Navy Yard Adds Pharmaceutical Manufacturing Training Center

Pharmaceutical Drugs

PHILADELPHIA, PA — A new pharmaceutical manufacturing training center at the Philadelphia Navy Yard will begin preparing workers for specialized production roles in January 2027, expanding the region’s workforce development capacity as life sciences employers seek personnel trained in regulated manufacturing environments.

KAAZI, operated by Orchestra Life Sciences, will provide three-month training programs at 1200 Intrepid Avenue, combining technical instruction with practical experience in pharmaceutical and advanced therapy manufacturing.

Ensemble Investments, which owns the property and is developing a 109-acre mixed-use district at the Navy Yard, disclosed the initiative October 26. The center will initially train employees selected by participating pharmaceutical and life sciences companies.

Each cohort will include approximately 12 to 16 participants, who will receive KAAZI certification after successfully completing requirements established by their employers.

The program will cover Good Manufacturing Practice standards, cleanroom procedures, aseptic manufacturing techniques and regulatory compliance. Training will combine computer-based instruction, instructor-led sessions, digital simulations and hands-on exercises.

The employer-directed model is intended to prepare workers before they enter active production facilities, where manufacturing errors can affect product quality, safety and regulatory compliance.

“Training for highly controlled manufacturing environments can be difficult to replicate on the job, where every decision impacts quality, safety, and production,” Hiten Patel, executive director of KAAZI, explained.

The center will accommodate participants with different educational backgrounds, including high school diplomas, associate degrees and degrees in science, technology, engineering and mathematics.

Its initial pilot cohort is scheduled for January 2027, drawing participants from existing Orchestra clients and selected Philadelphia life sciences institutions.

The pilot will be used to refine the curriculum before a planned commercial launch during the first quarter of 2027.

Orchestra Life Sciences, a technical consultancy specializing in advanced therapy manufacturing, relocated its global headquarters from Montreal to the Philadelphia Navy Yard in 2025.

The company provides engineering, process optimization, operational and regulatory compliance services to pharmaceutical manufacturers, including businesses developing therapies for cancer and rare diseases.

KAAZI extends those services into workforce preparation, allowing employers to train personnel in a dedicated environment before assigning them to production operations.

The project also expands Ensemble’s involvement in the Navy Yard’s life sciences sector.

The real estate investment and development company worked with Orchestra to establish both its headquarters and the training facility at 1200 Intrepid Avenue.

Ensemble is the exclusive developer of a 109-acre mixed-use district at the Navy Yard, while PIDC serves as the broader campus’s master developer and operator.

The training center joins several existing workforce development programs serving employers across manufacturing, life sciences and other industries.

The Navy Yard Skills Initiative, established in 2020 by PIDC and University City District, has served more than 250 participants and achieved a reported 91% job placement rate.

Participating employers include Hanwha, the U.S. Navy, Iovance Biotherapeutics and Tastykake.

A recent initiative with Hanwha Philly Shipyard established a 14-week welding training program combining classroom instruction, practical experience and professional development for prospective shipyard employees.

Other organizations operating specialized training programs at the Navy Yard include the International Brotherhood of Electrical Workers and Rhoads Industries. Additional training facilities are planned by the Carpenters Union.

KAAZI introduces a dedicated pharmaceutical manufacturing component to that network, with instruction focused on technical procedures and regulatory requirements specific to life sciences production.

Some participants traveling from outside the immediate area are expected to stay at AVE Navy Yard during their training, connecting the center with the campus’s expanding residential and hospitality facilities.

The Navy Yard currently accommodates more than 150 companies and over 16,000 employees, according to PIDC. Its development footprint includes approximately 8.9 million square feet of mixed-use space.

PIDC reports $6 billion in new investment associated with the campus and projects as many as 18,000 additional jobs through future development and maritime industry growth.

For Orchestra and participating employers, the immediate objective is to establish a repeatable training process that prepares new employees for manufacturing assignments while reducing the burden of conducting initial technical instruction inside operating production facilities.

The January pilot will mark the center’s first step toward that model, with broader commercial operations planned later in the first quarter.
