PHILADELPHIA, PA — BLOCS CEO Rob Delany has been named one of the Philadelphia Business Journal’s Most Admired CEOs of 2026 as the Pennsylvania scholarship organization prepares to distribute nearly $250 million in need-based educational assistance to more than 43,000 students during the 2026-27 school year.
Delany was among 26 executives selected from hundreds of nominations across Greater Philadelphia. The publication evaluated candidates based on professional achievements, financial performance, leadership and contributions to the region.
BLOCS, Pennsylvania’s largest organization operating under the Educational Improvement Tax Credit (EITC) scholarship program, has more than doubled its scholarship reach during Delany’s two years as chief executive, according to the organization.
The expansion reflects the scale of private scholarship funding directed toward students seeking educational opportunities through the state’s tax-credit-supported scholarship system.
BLOCS said 99 cents of every dollar goes directly to students, underscoring the organization’s emphasis on directing financial resources toward scholarships.
Matt McFillin, chairman of the BLOCS board of directors, credited Delany with expanding the organization’s reach while maintaining relationships with participating schools and families.
“In two years he has more than doubled BLOCS’ scholarship reach,” McFillin said.
Delany attributed the organization’s performance to its donors, school partners, board members and staff.
“Every scholarship opens a door and broadens a future,” Delany said. “I am proud of my team and the people that make it happen every day.”
The Philadelphia Business Journal’s recognition program evaluates executives serving a metropolitan region with more than 5 million residents.
Delany, who lives in Horsham, Montgomery County, was selected alongside 25 other executives for the publication’s 2026 honors.
