LANCASTER, PA — Harbor Compliance is expanding its regulatory data, software and managed-services business following a majority investment from Bregal Sagemount and a leadership overhaul, as the compliance provider builds on three-year revenue growth of 55%.
Bregal Sagemount made the majority growth investment in February 2026, when Harbor Compliance appointed Chad Nuss chief executive officer. Former CT Corporation CEO John Weber subsequently joined the company’s board alongside representatives of Bregal Sagemount.
The investment is supporting further development of Harbor Compliance’s regulatory data, software and managed services. The company, founded in 2012, serves more than 40,000 customers nationwide.
Harbor Compliance also made the Inc. 5000 for the eighth time, with its 55% three-year revenue growth supporting its latest appearance on the ranking of fast-growing private U.S. companies.
Nuss linked the company’s expansion strategy to adding compliance services and technology as regulatory requirements change.
“Organizations can see and address their full compliance picture in one place rather than piecing it together state by state,” Nuss stated.
Harbor Compliance provides compliance, licensing and registered-agent services to businesses and nonprofits. Its technology is designed to manage registration requirements, licensing categories, renewal schedules and reporting obligations that vary among jurisdictions.
Customers can use a single interface to track renewal dates, assign tasks, store records and access registered-agent documents. The software is offered independently and also serves as the technology platform for the company’s managed services.
Weber, who previously led CT Corporation, described the company’s market and execution capabilities as factors supporting the board and investors’ expansion strategy.
