Pennsylvania Sues Roofing Contractor Accused of Taking $56K, Abandoning Jobs

HARRISBURG, PA — Pennsylvania Attorney General Dave Sunday has filed a lawsuit against A&S Contracting and Roofing, LLC, and its owner, Stephen Spallone, accusing the western Pennsylvania-based contractor of taking tens of thousands of dollars from homeowners and walking away without completing the promised work.

The lawsuit, filed by the Attorney General’s Bureau of Consumer Protection, alleges that A&S Contracting & Roofing violated Pennsylvania’s Consumer Protection Law and the Home Improvement Consumer Protection Act by collecting more than $56,000 in deposits from at least six customers before abandoning projects or performing no work at all.

“This contractor took large sums of money from Pennsylvanians wanting to improve their homes, then turned his back on them,” Sunday said. “Our Bureau of Consumer Protection will adamantly advocate for homeowners whose dreams of property upgrades and additions are ruined by neglectful contractors.”

According to the complaint, consumers in Allegheny, Beaver, Butler, and Indiana counties hired A&S Contracting for projects including roofing, siding, gutters, decks, and patios between 2021 and 2024. In one case, a homeowner paid $28,000 of a $48,000 contract for a roof and siding replacement, only for the company to disappear without ever starting the job or issuing a refund.

The state is seeking to permanently bar A&S Contracting & Roofing from operating in Pennsylvania, while also pursuing restitution for affected consumers and civil penalties.

Investigators are urging anyone with information about the company’s practices — including homeowners, subcontractors, or suppliers — to contact the Bureau of Consumer Protection at 1-800-441-2555 or email scams@attorneygeneral.gov.
