HARRISBURG, PA — The Pennsylvania Aggregates and Concrete Association has signed a memorandum of understanding with the U.S. Environmental Protection Agency Region 3 to expand collaboration on environmental practices and industry standards across the Mid-Atlantic.
The agreement outlines a voluntary, nonbinding framework for ongoing dialogue between the construction materials industry and federal regulators, aimed at improving environmental outcomes while supporting economic activity.
PACA represents Pennsylvania’s crushed stone, ready-mix concrete, sand and gravel, and cement sectors, which supply materials used in infrastructure projects statewide.
EPA Region 3, headquartered in Philadelphia, oversees environmental protection efforts across Pennsylvania and several neighboring states, as well as the District of Columbia and tribal nations.
PACA Board Chairman Jamie Stilley said the agreement is intended to strengthen cooperation between industry and regulators.
“This MOU represents what’s possible when industry and regulators come together with a common purpose,” Stilley said.
Amy Van Blarcom-Lackey, regional administrator for EPA Mid-Atlantic, said the partnership supports both environmental protection and economic development.
“By keeping lines of communication open, we’re giving local industry the clarity they need to meet these goals,” Van Blarcom-Lackey said.
The organizations said the agreement focuses on sharing best practices, improving understanding of environmental requirements, and addressing operational challenges at facilities across the region.
PACA also acknowledged support from U.S. Sen. Dave McCormick for the state’s mining and construction materials industries.
