WEST CHESTER, PA — The Chester County District Attorney’s Office has concluded its investigation into the officer-involved shooting that occurred on April 13, 2025, in West Chester Borough, determining that the officer’s use of their firearm was legally justified.
The incident unfolded when two West Chester Police Officers attempted to serve a mental health-related warrant at an apartment. According to the investigation, the officers were aware beforehand that the occupant of the residence owned a legally acquired firearm. When they knocked and identified themselves at the apartment door, the occupant opened the door briefly, then retreated inside.
One officer accidentally fell into the apartment but quickly exited into the hallway. While the officer was retreating, the occupant fired at the officers. Investigation findings confirmed that the occupant fired two gunshots during this exchange, forcing the officers to retreat further down a common stairway.
Chester County District Attorney Deb Ryan said in a statement, “The protection of our community and law enforcement’s duty to their own safety are paramount. The independent investigation leaves no doubt that the officer acted appropriately and within the law.”
Key findings included the following:
- Body-worn camera footage confirmed that the officers did not initiate the gunfire.
- Forensic evidence and ballistic analysis showed that the occupant fired the first shots, including one as an officer retreated and another as both officers fled down the stairway.
- The discharging officer returned fire with four rounds directed toward the apartment from the second-floor landing.
Further ballistic examination revealed that fired cartridge casings from the occupant’s firearm were found both near the apartment door and in the bathroom, while bullet fragments from the occupant’s gun were located in the building’s common hallway.
No serious injuries were reported, and authorities arrested the occupant shortly after the exchange. Numerous law enforcement agencies, including the Pennsylvania State Police and Chester County Emergency Response Team, assisted during the incident.
The Chester County District Attorney’s Office commended the swift coordination of law enforcement agencies on the scene and emphasized its commitment to ensuring accountability through rigorous, independent investigations into officer-involved incidents.
