WASHINGTON, D.C. — The U.S. Small Business Administration (SBA) is offering up to $7.5 million in new Regional Innovation Cluster (RIC) funding to bolster domestic manufacturing, strengthen supply chains, and accelerate technological leadership in key industries.
The initiative aims to establish as many as 20 new RICs, which serve as collaborative networks linking small businesses, suppliers, service providers, and institutions in specific sectors. These clusters are designed to help small firms access funding, navigate procurement processes, and integrate cutting-edge technologies into their operations.
“President Trump’s fair trade policy sets the foundation for the return of American industrial dominance – and at the SBA, we’re working to support this agenda with targeted resources for domestic manufacturers,” said SBA Administrator Kelly Loeffler. “Our new RIC funding and ongoing outreach serves small businesses with practical tools to reshore jobs and critical industries – reducing our reliance on foreign suppliers and protecting American strength and security.”
The SBA is prioritizing proposals from organizations with strong partnerships and experience in industries critical to national security and economic growth, including advanced manufacturing, critical minerals, nuclear microreactors, quantum technology, artificial intelligence, information technology (such as cybersecurity and data storage), and semiconductors.
Since its launch in 2010, the RIC program has supported geographically concentrated industry hubs across the country, fostering collaboration, innovation, and competitiveness among small businesses. By connecting entrepreneurs with resources and opportunities, these clusters have played a pivotal role in strengthening U.S. industrial capacity.
The solicitation for proposals closes on August 8, 2025, at 4 p.m. ET.
