Foreign Investors Added $103 Billion to U.S. Securities in April

WASHINGTON, D.C. — Foreign investors were net buyers of approximately $103.1 billion in long-term U.S. securities in April, according to Treasury Department data, indicating continued demand for U.S. financial assets despite significant cross-border capital movements and declining bank liabilities.

The figures were released in the Treasury International Capital, or TIC, report, a closely watched measure of foreign investment flows into and out of the United States.

Foreign residents purchased $206 billion in long-term U.S. securities during April, while U.S. investors acquired $102.8 billion in long-term foreign securities.

After adjustments, including estimated stock-swap transactions, net foreign purchases of long-term U.S. securities totaled $103.1 billion.

Private foreign investors accounted for $164.4 billion of gross purchases of long-term U.S. securities, while foreign official institutions purchased $41.6 billion.

The broader measure of capital flows showed a net TIC inflow of $26.1 billion during the month.

That figure reflected net foreign official inflows of $49.2 billion, partially offset by net private foreign outflows of $23.1 billion.

Foreign holdings of U.S. Treasury bills declined by $13.6 billion in April.

At the same time, foreign holdings of all dollar-denominated short-term U.S. securities and other custody liabilities increased by $2.6 billion.

One of the largest movements in the report came from the banking sector. Banks’ own dollar-denominated liabilities to foreign residents decreased by $79.6 billion during the month.

The TIC data are monitored by economists, investors, and policymakers as an indicator of international demand for U.S. assets and a measure of foreign financing available to support federal borrowing and broader capital markets.

The Treasury Department indicated that its next TIC report, covering May 2026 data, is scheduled for release on July 14.
