WEST CHESTER, PA — Howard Holland, a veteran with 27 years of law enforcement experience, has been appointed the new warden of Chester County Prison, a decision that was unanimously approved by the Chester County Prison Board of Inspectors at a public meeting on Monday. Holland, who has been serving as Acting Warden since August 2023, has been recognized for his significant contributions to improving the prison’s safety and security measures.

Josh Maxwell, Chair of the Chester County Prison Board of Inspectors, praised Holland’s dedication to enhancing the facility’s operations and his emphasis on staff development. Holland’s comprehensive approach includes not just upgrading physical security systems but also strengthening the training programs for corrections officers and leadership, an initiative aimed at both honing current staff expertise and attracting new talent to the prison workforce.

Holland’s tenure as Acting Warden was marked by his proactive involvement in all aspects of correctional and operational functions at the prison. His extensive background in law enforcement and security, culminating in a seven-year stint as Chief of Police for Downingtown Borough, has equipped him with a broad skill set that the Prison Board believes will serve him well in his permanent role as warden.

In his response to the appointment, Holland expressed his honor at the trust placed in him by the Prison Board and outlined his future plans, which include continuing efforts to improve safety and security at the prison. He also highlighted the importance of nurturing the relationships he has established with both the prison staff and the local community, particularly the residents of Pocopson Township, who live in close proximity to the prison facility.

Before his role as Acting Warden, Holland acted as a special advisor to the Chester County Prison Board, where he was instrumental in identifying operational issues within the prison and working alongside correctional consultants to develop and implement effective solutions. This role, coupled with his extensive career in law enforcement and his educational achievements from the Delaware County Police Academy, FBI National Academy, and Neumann University, positions him as a well-rounded leader for the challenges and responsibilities of managing Chester County Prison.
