WAYNE, PA — CRC-Oyster acquired Modern Regulatory Services LLC to expand its broker-dealer compliance and financial operations capabilities as demand grows for specialized regulatory support across financial services firms.
The transaction adds FinOp principals and senior broker-dealer compliance professionals to CRC-Oyster’s advisory team. Financial and legal terms were not disclosed.
Modern Regulatory Services, founded by Gregory Levine in 2004, advises broker-dealers on compliance and financial operations. Levine and business partner Steven Bender have worked with self-clearing firms and in outsourced chief compliance officer roles.
The acquisition also gives CRC-Oyster access to Levine’s experience forming financial services organizations through his separate legal practice, Gregory Levine Law.
“The compliance needs of our broker-dealer clients continue to grow in complexity,” CRC-Oyster Chief Executive Officer and Managing Partner Mitch Avnet stated. He described the transaction as an effort to add capabilities rather than simply expand headcount.
The deal is CRC-Oyster’s second acquisition since CRC received a growth investment from MidOcean Partners in December 2023.
CRC acquired Oyster Consulting in June 2025, a combination that nearly doubled the company’s size and broadened its advisory operations. The Modern Regulatory Services transaction further expands its broker-dealer business.
CRC-Oyster serves broker-dealers, registered investment advisers, financial technology companies and other financial services organizations through compliance, risk, operational and technology consulting.
The firm has also opened a new headquarters at One Devon Square, 724 W. Lancaster Ave., in Wayne. CRC-Oyster stated that the location provides additional space for its growing workforce and advisory practices.
