EXTON, PA — The Chester County Economic Development Council has hired Chelsea Bellay to lead business retention and expansion, redevelopment, and marketing efforts as the organization works with companies and municipalities on economic growth across the region.
Bellay joined CCEDC on Sept. 21 as vice president of business expansion and marketing and will serve on the organization’s leadership team.
She will oversee business retention and expansion projects and CCEDC’s real estate-related work, including facilitating its Redevelopment Committee and working directly with municipal leaders. Bellay will also lead the organization’s marketing team and its efforts to promote programs and expand CCEDC’s regional reach.
The appointment puts Bellay in a role connecting businesses considering expansion, relocation or other transitions with CCEDC and its regional partners.
“Chelsea’s background gives her a rare, on-the-ground understanding of how projects actually move from concept to completion,” CCEDC President and CEO Mike Grigalonis stated. “She’ll be a key connector for companies across the region, whether they’re scaling up, relocating, or navigating a transition.”
Bellay most recently led regional business development for Bozzuto Construction, where her responsibilities included developing relationships with real estate developers and industry organizations, building a project pipeline, and helping the company enter new markets.
She also worked on Bozzuto’s marketing, communications, and brand strategy. Before joining the company, Bellay worked in business development and land development project management at Wayne-based Nave Newell, a civil engineering, surveying and land planning company.
Bellay holds a bachelor’s degree in environmental resource management and agricultural science from Penn State University and a master’s degree in water resource and environmental engineering from Villanova University.
