Chester County Intermediate Unit Welcomes Dr. Steven Leever as New Director of Career, Technical & Customized Education

DOWNINGTOWN, PA — The Chester County Intermediate Unit (CCIU) has announced the appointment of Dr. Steven Leever as its new Director of Career, Technical & Customized Education, effective July 10, 2025. With 36 years of experience in education spanning public, private, and international institutions, Dr. Leever is set to bring his extensive expertise and forward-thinking leadership to this pivotal role.

Dr. Leever joins CCIU after serving as the superintendent of the Octorara Area School District, where he spearheaded significant advancements in career and technical education (CTE). Under his leadership, Octorara implemented Chester County’s first in-district model for CTE, establishing 12 programs designed to equip students with industry certifications, practical learning opportunities, and clear pathways to post-secondary success. His work has been widely recognized as a model for aligning education with workforce needs.

Dr. Leever’s career includes leadership roles in Pennsylvania schools and educational institutions abroad in Dubai and Doha. His background encompasses systems thinking, fiscal management, and strategic planning, emphasizing his long-standing commitment to fostering student growth and education innovation.

Reflecting on his new role, Dr. Leever expressed excitement about joining CCIU, stating, “What an honor to join CCIU. The Technical College High Schools and Practical Nursing Program are among the best in Pennsylvania. CTE programs are the under-utilized secret sauce of American ingenuity, and I’m eager to help develop new and innovative opportunities for students and the workforce in southeastern PA.”
