HARRISBURG, PA — Gov. Josh Shapiro honored four Pennsylvania Department of Transportation employees with Governor’s Awards for Excellence last week, recognizing the team behind the nation’s leading rollout of federally funded electric vehicle charging infrastructure, a program that has secured the state’s full $171.5 million allocation under the National Electric Vehicle Infrastructure program.
The awards recognized employees in PennDOT’s Bureau of Strategic Implementation, which has overseen deployment of nearly $62 million for public EV charging stations across Pennsylvania. According to PennDOT, the Commonwealth has more operational NEVI-funded charging stations than any other state.
Pennsylvania has completed 44 federally funded charging stations, with another 45 in planning or construction. PennDOT said the stations have been used nearly 150,000 times and have reduced carbon dioxide emissions by an estimated 3,700 metric tons.
The NEVI program, created through the Bipartisan Infrastructure Law, will provide Pennsylvania with $171.5 million for EV charging infrastructure. PennDOT said the state has secured its full allocation despite federal challenges affecting the program’s implementation and has received about 20% of the funding invested nationwide through NEVI.
“The PennDOT team has worked quickly and diligently to lead the nation in EV charger rollout, skillfully deploying these federal funds to meet the needs of our state’s residents and visitors driving electric vehicles,” PennDOT Secretary Mike Carroll said.
The honorees were Derrick Herrmann, highway administration program manager 2; Colton Brown, administrative officer 4; Dorothy Holloway, administrative officer 3; and Gunnar Rhone, civil engineer consultant. All are based in PennDOT’s central office in Harrisburg.
PennDOT said the Bureau of Strategic Implementation streamlined operations and reduced costs to accelerate deployment of federally funded charging stations during 2025.
The four employees were among 83 workers from 17 state agencies recognized with Governor’s Awards for Excellence for accomplishments in 2025.
