PHILADELPHIA, PA — United States Attorney Jacqueline C. Romero announced this week that Jason James Cain, 49, of Oxford, PA, has been indicted on seven counts of manufacture and attempted manufacture of child pornography, and two counts of possession of child pornography.
The indictment stems from allegations that Cain engaged in sexual abuse and exploitation of seven minor children in his care over a period exceeding three and a half years. The allegations include exposing himself to the children, engaging in sexual contact with them, having the children touch him, and recording them with various cameras while they used the toilet. The victims ranged in age from two to nine years old.
At the time of the alleged offenses, Cain was employed by the United States Army Research Laboratory. He has been held at the Chester County Prison since his arrest in December 2023 on related state charges.
If convicted, Cain faces a mandatory minimum of 15 years’ imprisonment and could receive a life sentence. The charges also carry a mandatory minimum of five years of supervised release, potentially extending to a lifetime, and monetary penalties amounting to $434,000. Additionally, Cain would be required to register as a child sex offender under the Sex Offender and Notification Act (SORNA).
The investigation was conducted by the FBI, the Chester County District Attorney’s Office’s Chester County Detectives, and the Pennsylvania State Police. Assistant United States Attorney Michelle Rotella is prosecuting the case.
