PHILADELPHIA, PA — A former treasurer of the American Postal Workers Union Local 95 was sentenced to four years of probation and ordered to pay restitution after federal investigators found she embezzled tens of thousands of dollars from the Lancaster-based union.
Susan E. Miller, who served as the local’s treasurer from 2011 through 2022, admitted to signing and cashing at least 137 unauthorized checks worth $68,818 and making 128 unauthorized credit card transactions totaling $5,441 for her personal use, according to the U.S. Department of Labor’s Office of Labor-Management Standards.
Miller pleaded guilty in March to embezzling union assets, falsifying a labor union annual report, and falsifying labor union financial records. On Sept. 15, she was sentenced to probation, 100 hours of community service, and restitution of $40,100, in addition to $34,159.68 she had already repaid. She is also barred from holding union office or employment for 13 years.
“Susan Miller’s coworkers placed her in a position of trust in their union to maintain sound fiscal stewardship of their hard-earned union dues,” said Kevin Smallwood, the agency’s district director in Pittsburgh. “Instead, by embezzling from her own coworkers, she treated the union as a personal piggybank.”
The American Postal Workers Union Local 95 represents more than 300 postal workers in the Lancaster area. Assistant U.S. Attorney Mark B. Dubnoff prosecuted the case.
