What Prompted Police Response at Wilmington Park?

WILMINGTON, DE — A Wilmington man has been charged following an indecent exposure complaint at a city park, according to Wilmington Police.

Police reported that members of the Downtown Unit responded to Tubman-Garrett Park in the unit block of Rosa Parks Drive at approximately 2:53 p.m. on June 17 after receiving a complaint alleging indecent exposure.

According to investigators, officers made contact with 39-year-old Keith Collins at the park and took him into custody without incident.

Collins has been charged with lewdness, second-degree indecent exposure, breach of release, and open container violations, according to police.

Court records show Collins was arraigned in Justice of the Peace Court 11 and released on $501 unsecured bail pending further court proceedings.

Police have not released additional details regarding the allegations.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
