Three-Year Online Scheme Leads to Disturbing Federal Charges

PHILADELPHIA, PA — A Philadelphia man has been indicted on multiple federal charges alleging he used online platforms over a period of several years to exploit minor girls and obtain sexually explicit images and videos.

U.S. Attorney David Metcalf announced that 24-year-old Preston Serrano, also known by several online aliases, was charged by federal indictment with three counts of using an interstate commerce facility to entice or attempt to entice a minor to engage in sexual conduct, three counts of production or attempted production of child pornography, one count of receipt or attempted receipt of child pornography, and one count of possession or attempted possession of child pornography.

According to the indictment and related court filings, Serrano allegedly used internet-based platforms between April 2022 and October 2025 to persuade multiple minor girls to create and send sexually explicit images and videos of themselves.

Federal prosecutors further allege that Serrano received and possessed child pornography during the course of the alleged conduct.

Court records indicate Serrano has been held in federal custody since May 6 following his arrest on a criminal complaint and warrant.

If convicted, Serrano faces a mandatory minimum sentence of 15 years in federal prison and a maximum possible sentence of life imprisonment.

The case was investigated by Homeland Security Investigations Philadelphia with assistance from Homeland Security Investigations Norfolk, the Newport News Police Department in Virginia, the Chatham County Police Department in Georgia, and the Thunder Bay Police Service in Ontario, Canada.

Assistant U.S. Attorney Michelle Morgan is prosecuting the case.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
