PARKESBURG, PA — A 56-year-old man who police said was employed as a Maryland schoolteacher is facing multiple sexual offense charges, including sex trafficking, following a joint investigation into the alleged exploitation of a child in Chester County.
Parkesburg Borough police said the investigation began earlier this month and was led by Chester County Detectives. Investigators allege Rogie B. Legaspi, 56, had been sexually exploiting the child in Chester County for approximately two years.
Police said Legaspi was employed as a schoolteacher in Baltimore County, Maryland, during the alleged exploitation.
On Sept. 17, Chester County detectives posed as the victim and arranged for Legaspi to travel to Chester County for a meeting, according to Parkesburg police. Investigators said sexual activity was implied while the meeting was being arranged.
According to police, Legaspi arrived at a predetermined location in Parkesburg on Sept. 18 for the planned meeting and was immediately taken into custody by Chester County detectives.
Legaspi was subsequently arraigned on multiple sexual offense charges, including sex trafficking. Bail was set at $5 million cash, and he was remanded to Chester County Prison pending a preliminary hearing in District Court 15-3-07.
Chester County Detectives are the lead investigative and arresting agency in the case, according to Parkesburg police.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
