Schuylkill County Man Gets Up to 16 Years in CSAM Case

HARRISBURG, PA — A Schuylkill County man was sentenced this past week to eight to 16 years in state prison after pleading guilty to felony child sexual abuse charges stemming from an investigation that authorities said uncovered more than 50 files of child sexual abuse material.

Robert Troutman, 58, pleaded guilty to felony counts of sexual abuse of children, according to the Pennsylvania Attorney General’s Office.

A Schuylkill County judge imposed the prison term and ordered Troutman to register as a sex offender for 15 years following his release.

The investigation began after the Attorney General’s Office received a tip indicating that an internet protocol address associated with Troutman was uploading child sexual abuse material, commonly known as CSAM.

Agents executed a search warrant at Troutman’s Schuylkill Haven home in 2024 and recovered more than 50 CSAM files, according to the Attorney General’s Office.

Attorney General Dave Sunday characterized the sentence as reflecting the exploitation underlying the offenses.

“This significant prison sentence considers the defendant’s conduct for what it is — exploitation and abuse of children,” Sunday stated.

The case was prosecuted by Deputy Attorney General Kimberly Moraski.
