PHILADELPHIA, PA — Four non-U.S. citizens have been charged in separate federal election-related cases involving alleged voting or voter registration activity in Philadelphia and Chester counties, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.
Among those charged is Dilea Ochoa-Perez, 43, who has been residing in Coatesville. Federal prosecutors identified Ochoa-Perez as a Mexican citizen who was not a U.S. citizen when she allegedly voted in Chester County in the November 2022 and November 2024 general elections.
Ochoa-Perez was charged by information with two counts of voting as an alien. If convicted, prosecutors said she faces a maximum possible sentence of two years in prison, one year of supervised release, a $200,000 fine and a $50 special assessment.
Cliff Sanon, 39, who has been residing in Philadelphia, was charged by criminal complaint with submitting a fraudulent voter registration application. Prosecutors identified Sanon as a Haitian citizen who was not a U.S. citizen.
According to the complaint, Sanon allegedly submitted a voter registration application in Philadelphia County in February 2026 ahead of the May primary. Federal prosecutors allege it was among eight fraudulent voter registration applications submitted by Sanon and that he also voted in the November 2022 election.
Sanon faces a maximum possible sentence of five years in prison if convicted, according to prosecutors.
Two other Philadelphia residents were charged by information with voting as an alien. Sade Guppy, 37, a Trinidad and Tobago citizen and lawful permanent resident, allegedly voted in Philadelphia County in the November 2022 general election despite not being a U.S. citizen, according to federal prosecutors. Eduardo Gallardo Maldonado, 66, a Mexican citizen and lawful permanent resident, allegedly voted in Philadelphia County in the November 2024 general election while not a U.S. citizen.
Guppy and Maldonado each face a maximum possible sentence of one year in prison, one year of supervised release, a $100,000 fine and a $25 special assessment if convicted, prosecutors said.
Homeland Security Investigations investigated the four cases, according to the U.S. Attorney’s Office.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
