Four Philadelphia Men Face Charges in Deadly Fentanyl Case

PHILADELPHIA, PA — Four Philadelphia men have been charged in a federal drug trafficking case involving an organization accused of distributing fentanyl in Kensington, with three defendants also charged in connection with a fatal overdose, federal prosecutors announced.

Jose Gonzalez, 35, Jamie Velez, 46, Oswaldo Merced-Rivera, 38, and Anyelo Rondon-Herrera, 32, were charged this week by superseding indictment with conspiracy to distribute controlled substances and related offenses, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania. Gonzalez, Velez and Merced-Rivera were also charged with distribution of controlled substances resulting in death.

Federal prosecutors allege Gonzalez led a drug trafficking organization known as the “Hot Sauce DTO,” which received, processed and distributed bulk quantities of fentanyl around the 2800 block of Kensington Avenue and elsewhere.

According to the superseding indictment, Velez and Merced-Rivera allegedly worked as block managers and supervisors, while Rondon-Herrera allegedly packaged and stamped fentanyl packets and supplied prepackaged fentanyl to other members for distribution or resale.

The indictment alleges the organization sold fentanyl in bundles containing approximately 16 individual bags. Prosecutors contend the group consistently sold as many as 100 bundles per day and at least 200 bundles per week during the charged conspiracy.

Federal authorities allege the organization mixed fentanyl with other controlled and noncontrolled substances to increase its supply and alter or extend the drugs’ effects. The substances allegedly included heroin, medetomidine, xylazine, carfentanil and several local anesthetics and other compounds.

The death-related charges stem from an alleged Aug. 3, 2025, transaction on or around the 2800 block of Kensington Avenue. The superseding indictment accuses Gonzalez, Velez and Merced-Rivera of distributing, or aiding and abetting the distribution of, a mixture containing fentanyl and carfentanil that allegedly resulted in a person’s death.

If convicted, the defendants face maximum possible sentences of life in prison, according to federal prosecutors.

The Drug Enforcement Administration, FBI, Chester County Detectives, Philadelphia Police Department, Pennsylvania State Police and Pennsylvania Office of Attorney General investigated the case. Assistant U.S. Attorneys Lindsey T. Mills and MaryTeresa Soltis are prosecuting it.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
